What happened
The Ministry of Justice has notified the Swedish Migration Agency regarding the reception of quota refugees during 2026. The agency requested a decision on 16 December last year but received an answer only this Monday. The delay forced the agency to cancel two of four planned selection missions for refugees. Therefore, Sweden can accept 350 people this year instead of the set target of 900. The remaining missions will go to Istanbul for 100 Afghan women and girls, and to Kampala in Uganda for refugees primarily from Congo, Sudan, and South Sudan.
Our analysis
The Ministry of Justice delayed its response for months, letting time run out for the Swedish Migration Agency's planned missions. The delay means that 550 people in acute need lose their opportunity for protection as the number is revised down from 900 to 350. Reporting in other media describes the event as a green light from the government, but misses that the bureaucracy's slowness in practice acts as a major cut. No one has counted the cost for the refugees who are now left behind in the camps without the sanctuary they were promised through the UN. Next, the Swedish Migration Agency's delegations will travel to Istanbul and Kampala, while the agency hopes to recover the lost places in a future appropriation directive.
Explained
A quota refugee is a displaced person who has been selected by the UN refugee agency UNHCR and is offered a safe place in a new country with a residence permit.
