What happened

The Committee on Social Insurance in the Riksdag has agreed to prepare a committee initiative to draft a stop law against deportations of young people. All eight parliamentary parties backed the decision to initiate the work. Despite the unity in the minutes, Jessica Stegrud of the Sweden Democrats says the party has not agreed to actually introduce a law, but is merely letting the opposition prepare the issue. Minister for Migration Johan Forssell (M) states that the Government Offices can assist with legal support, but simultaneously questions whether a new law is needed.

Our analysis

The decision was made by all 8 parties in the Committee on Social Insurance, but the unity fractured immediately after the meeting. The reporting and the politicians' statements are entirely about power struggles and procedural matters between the parties, while the young people who risk deportation during the processing period are not even mentioned or given a voice. No one reports how many young new Swedes are currently awaiting enforcement while the Riksdag negotiates wording. Minister for Migration Johan Forssell points to a new exemption rule that came into force 2 weeks ago, but it is unclear how many people this rule actually helps. The next step is for the committee to formulate a concrete legislative proposal, but without a fixed timeline, the preparation risks dragging on at the expense of young people's security.

Explained

A committee initiative means that a parliamentary committee itself takes the initiative for a new law without first waiting for a proposal from the government. A stop law entails a temporary ban or impediment against enforcing deportations while an issue is being investigated.
