What happened

The Swedish government has decided to expel an official at Iran's embassy in Sweden. According to Minister for Justice Gunnar Strömmer and Minister for Foreign Affairs Maria Malmer Stenergard, Iran has conducted security-threatening activities aimed at individuals who oppose the Iranian regime as well as Jewish and Israeli interests in the country. The activities are said to have taken place via criminal networks, among other things, and according to the government violate the Vienna Convention on Diplomatic Relations. In response to the expulsion, Iran has summoned Sweden's ambassador in Tehran and decided to expel a Swedish diplomat.

Our analysis

The decision was made directly by Minister for Foreign Affairs Maria Malmer Stenergard and Minister for Justice Gunnar Strömmer following suspicions of espionage and attacks via gang criminals. In practice, the measure means that 1 Iranian embassy employee is forced to leave the country, while 1 Swedish diplomat is sent home from Tehran in a diplomatic response. Standard reporting focuses on the diplomatic game between the countries but misses what the threats actually mean in everyday life for the Swedish-Iranians and Jewish congregations singled out as targets. The government has taken a stand against the embassy, but the next test will be how the police and the Swedish Security Service will specifically protect the regime critics living under threat on Swedish soil. Without clear answers regarding the actual protection for those affected, the expulsion remains primarily a diplomatic signal rather than a guarantee of safety.

Explained

The Vienna Convention is an international agreement from 1961 that governs how diplomats must be treated and what rules they must follow in the country where they work.
