What happened

The share of ninth-graders eligible for upper secondary school is increasing in Haninge municipality from 79 percent to 85 percent, according to statistics compiled by Newsworthy. At the same time, eligibility decreased in Sweden as a whole. Haga-Lyckebyskolan achieved the highest eligibility rate in the municipality at 97.6 percent, compared to 87 percent the previous year. The school's principal Andreas Hass attributes the increase to individual support measures, adapted schedules, vacation schools, and collaboration between teachers, special education teachers, and guidance counselors. Two charter schools in the municipality, Jensen grundskola in Tungelsta and Deltaskolan in Handen, also reached close to 100 percent eligibility.

Our analysis

Principal Andreas Hass and the school leadership demonstrate that targeted resources and special education teachers make a difference, but at Haga-Lyckebyskolan the entire increase accounts for three to four students in a graduating class of approximately 90 students. In Haninge municipality as a whole, 15 percent of ninth-graders still lack eligibility for upper secondary school. While reporting highlights the successes, it does not question what resources look like at the schools in the municipality where results are lower, or which students are left without support. Unless Haninge municipality and responsible politicians secure long-term funding for support measures and special education teachers across all schools, the success risks remaining limited to individual classes rather than resulting in lasting change.

Explained

To qualify for upper secondary school, passing grades in at least eight subjects are required for a vocational program and at least twelve subjects for a higher education preparatory program.
